NHR - The Non-Habitual Resident (NHR) Portugal Program

The Non-Habitual Resident (NHR) Portugal program is a tax regime that offers foreign residents and investors reduced tax rates and exemptions on some taxes. It was introduced in 2009 and updated in 2020.

In simple terms these are the benefits of the NHR:

  1. non-Portuguese sourced real estate rental income and capital gains, dividends, interest and royalties from “normal” jurisdictions (i.e., which are not blacklisted tax havens), regardless of effective source State taxation; Pensions are taxed at a low rate of 10%.
  2. non-Portuguese sourced real estate rental income and capital gains, dividends, interest and royalties from blacklisted tax havens which have entered into tax treaties with Portugal (Andorra, Bahrain, Barbados, the United Arab Emirates, Kuwait, Panama, Oman, Qatar, San Marino, Uruguay and Hong Kong -, whose income may still be exempted);
  3. dependent labour income which has been taxed in the foreign State of employment;
  4. self-employment income which has been taxed in the State of activity and which qualifies as a high value-added activity (which needs to be recognized as such).
